USDA's
Office of Inspector General (OIG) visited very small plants
in FSIS' Philadelphia District (Pennsylvania and New Jersey)
recently to audit both how the plants are carrying out the
HACCP regulation, and how FSIS, the regulatory agency is
enforcing the regulation. The OIG audit comes three
years after a similar audit was carried out in large and
small plants. The Office of Inspector General has
been quite critical of how FSIS verifies and enforces the
HACCP regulations. Last year, the watchdog agency
strongly criticized FSIS inspection in large meat packing
plants, particularly in Swift Co., formerly ConAgra in Greeley,
CO. FSIS answered OIG's criticisms defensively, pointing
out it was already implementing suggestions OIG made.
